NIM Thailand, Major Milestone: 1st International Conference on Measurement Sciences and Applications (IMSA 2024)
The inaugural 1st International Conference on Measurement Sciences and Applications (IMSA 2024) recently concluded from August 21-23, 2024, at the Impact Forum, Muang Thong Thani, Thailand. Under the theme “Measurement for a Sustainable Future,” the event, hosted by the National Institute of Metrology (Thailand), Ministry of Higher Education, Science, Research and Innovation, attracted approximately 200 participants.
Importance of Metrology
Ms. Supamas Isarapakdee, Minister of Higher Education, Science, Research and Innovation, opened the conference, emphasizing the historical significance of metrology in Thailand. As Thailand engages in trade with various civilizations, it is crucial to strengthen our measurement systems to safeguard national interests and citizen rights.
Thailand's metrology system has undergone two significant reforms: first, in 1912 with the signing of the Metric Convention leading to the Measurement Act of 1923, and second, in 1997 with the National Metrological System Development Act, which established a structured approach for national metrology development.
Current Challenges and Reforms
As the Chair of the National Metrology Board, Ms. Supamas noted that the world is facing severe challenges across various dimensions-scientific, technological, and innovative. These issues necessitate collaborative efforts across disciplines and regions. The current phase marks Thailand's third reform of its metrology system, preparing for the changes brought by the International System of Units (SI) in the digital age, climate change, and quantum advancements. The goal is to establish a national metrology system that responds to the benefits of Thailand today and in the future.
The Fourth Phase of the National Metrology Development Plan aims to achieve three key objectives:
1. Position the National Institute of Metrology (Thailand) as a leader in national metrology reform through impactful research and quality infrastructure.
2. Develop a robust digital infrastructure for national metrology that is stable, accessible, secure, and internationally integrated.
3. Promote awareness of the metrology system, especially among youth, to ensure that citizens understand and benefit from the metrology infrastructure.
Contributions and Highlights
The conference featured five major activities, including keynote speeches, plenary talks, oral and poster presentations, and an exhibition showcasing calibration laboratories and measuring instrument manufacturers.
Keynote Speakers included:
● Dr. Victoria Coleman, from the International Committee for Weights and Measures (CIPM Member), addressing the role of science in enabling metrology and technological opportunities.
● Dr. Kieran Stanley from the University of Bristol, discussing climate and environmental monitoring.
● Dr. Sivinee Sawatdiaree, Head of Electrical Metrology at NIMT, presenting on NIMT's approach to implementing new SI units.
Plenary Talks covered a range of advancements in measurement science, featuring experts from Japan, Czech Republic, Chinese Taipei, and Thailand discussing topics such as optical clocks, digital impedance bridges, and sustainable aviation fuel.
Engaging the Next Generation
The conference provided a platform for researchers to present their work through both oral and poster presentations across eleven themed rooms, facilitating knowledge exchange and networking such as SI and Electrical Measurement, Dimensional Measurement, Climate-Energy- Pollution, Thermometry, Materials, Future Trends Review, SI and Time & Frequency, Biotechnology and Food, Mechanical Measurement, Health and Drugs, and Digital Transformation.
On the final day, the Best Oral Presentation Award and Best Poster Award were announced, recognizing outstanding contributions from four presenters.

The IMSA 2024 conference successfully fostered international collaboration and highlighted the crucial role of metrology in achieving sustainable development. With strong support from global experts and participants, this event sets a precedent for future academic conferences, aiming to engage even more young scholars in the years to come.
