Greetings from the APMP Chairman 2026

Dear APMP Colleagues and Friends,
It is a distinct honour to serve as Chairman of the Asia Pacific Metrology Programme. I am grateful for the confidence placed in me and look forward to working closely with our members and partners in advancing our shared objectives.
I would also like to express my sincere appreciation to my predecessor, Dr. Park, for his outstanding leadership and dedicated service. Under his stewardship, APMP has continued to strengthen its role as a collaborative and forward-looking regional metrology organisation. His emphasis on sound governance, inclusivity, and capability development has established a strong foundation for continued progress.
Coming from Singapore, I have been shaped by the belief that even small systems, when grounded in trust and strengthened through disciplined and thoughtful effort, can have an outsized impact. In many ways, metrology reflects this philosophy. Though often unseen, it underpins the confidence with which societies function, economies trade, and innovations scale. Precision, consistency, and trust may not always be visible, but they are essential to the reliability of everyday life.
This quiet role becomes even more significant in a time of profound transformation and this year’s UNESCO World Metrology Day theme “Metrology: Building Trust in Policy Making” is a timely reminder of the enduring relevance of our work in a rapidly changing world. As technologies advance and industries evolve, the need for trusted measurementthat are internationally comparable becomes increasingly critical. In this context, metrology must continue to provide a stable and trusted foundation that supports both established systems and emerging applications.
Looking ahead, the continued development of APMP will be guided by a vision of a sustainable, inclusive, and future-ready metrology community. Achieving this will require sustained efforts across several key areas.
Strengthening governance and organisational frameworks will remain a priority, including advancing legal incorporation, enhancing transparency, and ensuring effective and accountable management of resources.
Promoting inclusivity and capacity building across the region will also continue to be central to our work. This includes expanding support for developing economies through training, technical collaboration, and equitable access to participation in APMP activities.
Building on existing strengths, APMP will continue to support innovation in metrology. This includes advancing digital transformation, supporting emerging technological domains such as semiconductors and advanced manufacturing, and strengthening with industry.
In this regard, I am encouraged by initiatives such as the Semiconductor Focus Group, which reflects our shared recognition of the growing importance of advanced manufacturing and microelectronics. Through such efforts, we aim to strengthen regional capabilities and ensure our members remain at the forefront of technological advancement.
Enhancing technical leadership and global engagement will also be important. APMP will continue to strengthen collaboration with international organisations and encourage active participation of its members in global metrology initiatives.
Improving operational effectiveness and member engagement remains an ongoing effort, including strengthening coordination across technical structures and enhancing knowledge-sharing mechanisms.
At the same time, APMP will continue to contribute to broader societal priorities, including sustainability, climate-related measurement, public health, and food security in alignment with global frameworks such as the United Nations Sustainable Development Goals.
Partnerships will remain central to our approach. I am committed to deepening collaboration with fellow Regional Metrology Organisations and with partners such as the Asia-Pacific Legal Metrology Forum. By strengthening linkages across the quality infrastructure and aligning our efforts regionally and globally, we can better support industry, regulators and the wider community, while also advancing scientific research and enabling innovation through robust and internationally trusted measurement systems.
As we look ahead, I do so with both optimism and humility. The progress we seek depends on our collective efforts. Together, I am confident we will continue to advance measurement excellence, strengthen trust, and contribute meaningfully to a more connected and sustainable world.
I look forward to this journey with all of you.
Dr. Gregory Goh
Chairman
Asia Pacific Metrology Programme (APMP)
